A Policy to: 1. Maintain the free movement of traffic, particularly emergency services and transit in a timely manner following winter weather events.  2.  Reduce risk of accidents and dangerous driving conditions cause by winter conditions.  3.  Minimize the economic loss to the community resulting from changing winter weather conditions.  4.  Provide timely access to City owned parking lots to patrons.
